Integrated Concepts for Sustainable Industrial Estate Development

7th Asia Pacific Roundtable for Sustainable Consumption and Production (APRSCP), Hanoi, Vietnam, 25 - 27 April 2007

Industrial estate or park planning strategies have changed considerably over the past 30 years to respond to new market demands and changing land-use needs. In Asia, industrial estates have proven a popular means of attracting foreign direct investment by providing full infrastructure and basic services, and often permitting a one-stop service. Industrial parks are increasingly being developed to full urban standards in terms of energy, water, drainage and effluent treatment. Traffic planning and logistics are becoming steadily more important in a global economy with international supply chains and just-in-time production.

Under the theme "Sustaining Asia Pacific Development" of the 7th Asia Pacific Roundtable for Sustainable Consumption and Production (APRSCP), which will be held from 25-27 April 2007 in Hanoi, Vietnam, the Deutsche Gesellschaft für Technische Zusammenarbeit GmbH, GTZ will conduct a workshop on "New Developments in Eco-Industrial Development".

Integrated Concepts for Sustainable Industrial Estate Development

In the past, zoning regulations tended to separate industrial uses into categories and have discouraged the mixing of industrial uses with other land uses. However, they are now changing to accommodate new development trends. Locations which offer proximity to a variety of services (e.g. recreation, retail, accommodation and transportation) are becoming highly desirable locations for industrial parks, and no longer purely accommodate traditional industrial developments, separated into specific categories of use.

Today, modern industrial parks of all types (chemical parks, science and technology parks, supplier parks, commercial parks, etc.) are usually designed to provide a maximum of services in a productive, safe and environmentally sound manner. Industrial parks not only meet environmental and safety standards, but are often at the forefront of setting them for other sectors of industry and commerce. Tailor-made development guidelines provide a higher design standard for new industrial parks. In a modern industrial estate concept, utilities and services often comprise an integral part of the concept and are one of the key factors for investors when it comes to selecting a specific location.

Industrial parks can thus be developed like urban communities, with features not only for production technology but also for social and communal services, commercial and service areas, incubators for business start-ups and other features that benefit each individual company.

GTZ presents its relevant activities, methodologies, instruments and achievements in this field in Asia (including China, India, Indonesia, Malaysia, the Philippines, Thailand, etc.), integrating the above aspects in its approach to provide an integrated development scenario for the development of new estates and the expansion or redevelopment of existing ones.

APRSCP: The Asia Pacific Roundtable for Sustainable Consumption and Production mission is to foster dialog among industry, government, academia, and non-government organizations in the region to address pollution problems and solutions. Roundtable goals include promoting information exchange among its members through newsletters, e-mail list servers, technical journals, special publications, conferences, and symposia.

GTZ: The Deutsche Gesellschaft für Technische Zusammenarbeit GmbH (German Technical Cooperation) is a cooperation enterprise for sustainable development. It is organized as a private company, owned by the German Federal Government.
